TOWN OF BLAINE
MEETING MINUTES
November 10, 2009

Chairman Dyson called the November 10, 2009 monthly meeting to order at 7:49 p.m.

Members present were Chairman Dyson, Supervisors Carlson and Pearson, Treasurer Holter and Clerk Willett.

Marty made the motion to approve the minutes of October 13, 2009. Don seconded. Motion passed.

Marty made the motion to approve the Treasurer’s report. Don seconded. Motion passed.

Don made the motion to approve the bills that were submitted by the clerk. Dori pointed out the check to Bremer Bank is the last payment on the JD Tractor/Brusher. Marty seconded the motion. Motion passed.

Correspondence: Chairman Dyson read the Thank You from the Vacation Bible School staff and students.

OLD BUSINESS:

A. Road Equipment Update: Ron Gallagher reported that all the equipment is in working order. The sander has been attached to the truck.
B. Road Condition Report: All roads are in good shape. Some roads in the Barrens need additional grading because of logging trucks.
C. Revisiting the Snowmobile/ATV Ordinances: The board discussed the two ordinances concerning those roads open to ATV’s and Snowmobiles (attached to official minutes) and regulations and fines. This issue has been postponed until the December meeting. Also discussed and clarified were sections of roads that were submitted to Turf & Tundra in 2000. Dori will edit this letter, making the sections clearer to understand and submit this to Burnett County Parks and Forestry.
D. NCC Rental Rates: The board discussed and asked questions about the current rental rates. Specifically discussed was the issue of charging rent for a continuing class for residents at the Center. Dori pointed out that if the board wanted the building used, then perhaps a separate, lower rental rate be should be charged. After much discussion, the board decided that there would be no fee charged, however the class must be approved by the board before the first meeting.
E. Ambulance service was discussed. There is no new news concerning the ambulance service.
F. Dori reported that the Cookie Brigade baked 183 dozen cookies for the troops serving foreign countries and in hospitals.

NEW BUSINESS:

A. The board discussed gravel crushing as it pertains to the 2010 Budget. Dori was directed to have the ad for bids for gravel crushing published on time in the Advertiser.
B. Dori explained the letter the Town had received from the Department of Revenue concerning the fact that the Town is not in compliance (between 90 and 110%) in Ag Forest, Forest, etc. Because we have several years to get these parcels in compliance, Assessor Bob Pardun will discuss this with the board at the Board of Review meeting in May.

ITEMS TO BE PLACED ON THE NOVEMBER AGENDA:

A. Open Bids for Gravel Crushing (Special Meeting before regular monthly meeting)
B. Snowmobile/ATV Ordinance
C. Ambulance
D. Compose a letter to be enclosed with tax forms concerning a “white” and iron collection next spring.


Don made the motion to adjourn the November 10 meeting. Marty seconded. Meeting adjourned at 8:45 p.m.
