TOWN OF BLAINE
MEETING MINUTES
December 8, 2009
Chairman Dyson called the December 8, 2009 monthly meeting to order at 7:15 p.m.
Members present were Chairman Dyson, Supervisors Carlson and Pearson, Treasurer Holter and Clerk Willett.
Marty made the motion to approve the minutes of November 10, 2009. Don seconded. Motion passed.
Don made the motion to approve the Treasurer’s report. Marty seconded. Motion passed.
Don made the motion to approve the bills that were submitted by the clerk. Marty seconded. Motion passed.
Correspondence: Chairman Dyson read the Thank You from the Zion Lutheran Church, Markville. The Church also sent a $100.00 donation to the Town.
Citizen Input: Chairman Dyson mentioned that Ms. Rnningen has a therapy dog and would like to bring it to the NCC on a Senior Lunch day. The Board was in agreement with the idea only if it was approved by Pat Kinblom.
OLD BUSINESS:
A. Road Equipment Update: Ron Gallagher reported that all equipment is in running order. The snowplow is on and ready to go.
B. Road Condition Report: All roads are in good shape. Ron has been brushing roads in the Barrens. Chairman Dyson and Dori will meet Friday, December 11th at 2:00 p.m. to work on the annual road report to the State (Pacer) and check the Town map that was sent by the US Census bureau.
C. Concerning the Snowmobile/ATV Ordinance: Dori was directed to post the announcement of the Ordinance Amendment and post it in four places (4) in the Town and on the Town Web site (www.townofblaine.com).
D. Security at the Maintenance Garage Area and change dump/recycle hours: The board decided that, because there have no problems with illegal dumping, this item could be omitted. The board did approve changing the winter dump hours. The new hours are 11:00 a.m. to 3:00 p.m. rather than 12:00 p.m. to 4:00 p.m.
E. The Board discussed the Ambulance Position Agreement that was submitted by Burnett County. The Board decided they were in agreement with the position agreement.
F. Nothing has been done about burying the electric line at the NCC. Because of the winter weather, the item will be deleted from the agenda.
G. The Board composed the following letter to be included with the Tax Notices:
The Town of Blaine Dump hours in 2010 will be Saturday: 10 to 2, Sunday: 11 to 3 and winters: Sunday 11 to 3. Disposal is restricted to household garbage. There may be dates when appliances and other restricted materials may be collected. The dates will be posted at the 4 places in the town and on the website (www.townofblaine.com). Any questions, please contact a board member. Thank you for your cooperation.
NEW BUSINESS:
A. Concerning bond for the Treasurer: Marty made the motion to adapt the ordinance not require a bond for the Treasurer. Don seconded the motion. Motion passed. B. Don made the motion to approve the Burnett County for SVRS Provider Contract. Marty seconded the motion. Motion passed.
C. Marty made the motion to approve the contract with House of Wood for new housing inspections. Don seconded the motion. Motion passed.
D. Don suggested some kind of agreement with Bonnie Holter for payment in learning about the Clerk’s position. E. Don approved the list of Election Inspectors for 2010 -2011 as submitted by Dori. Marty seconded. Motion passed.
F. Dori reported that the gas mileage rate will change from $.55 per mile to $.50 per mile in 2010.

Don made the motion to adjourn the December 8th meeting. Marty seconded. Meeting adjourned at 8:32 p.m.
