TOWN OF BLAINE
MEETING MINUTES
August 10, 2010
Chairman Dyson called the August 10, 2010 monthly meeting to order at 7:03 p.m.
Members present were Chairman Dyson, Supervisor Pearson, Supervisor Carlson, Treasurer Holter and Clerk Ronningen.
Don Carlson made the motion to approve the minutes of July 13, 2010. Marty Pearson seconded the motion. Motion passed.
Marty Pearson made the motion to approve the Treasurer’s report. Don Carlson seconded. Motion passed.
Don Carlson made the motion to approve the bills that were submitted by the clerk. Marty Pearson seconded. Motion passed.
Correspondence: Don received a complaint regarding removal of a snow fence from a property. The fence belongs to Town of Blaine. Ron will be responsible for removal. Ron also mentioned that this is the last weekend for scrap metal drop-off.
Citizen Input: None.
OLD BUSINESS:
A)Road Equipment Update: Ron reported that all equipment is in running order.
B)Road Condition Report: Gravel crushing on Perkins Trail is completed. 20,000 yards were crushed. All roads are in good shape. The Board is looking in to proper channels required for a Blaine resident to complete some community service for Blaine. Dan will be talking to gravel crushing company to get it in writing that the crushed gravel belongs to Town of Blaine until depleted.
C)NCC exterior maintenance: Painting is scheduled to begin 8/16/10.
D)Delivery of New International Truck: The Sterling has been sold. The International will be delivered this fall.
NEW BUSINESS:
A)Approve Ordinance #09-02 to regulate ATV traffic: Don Carlson made the motion to approve ordinance. Marty Pearson seconded. Motion passed.
B)Approve Ordinance #1-10 year round and winter use of ATV trails. Don Carlson made the to motion to approve ordinance. Marty Pearson seconded. Motion passed.
C) Possible new ATV trail discussion: Members from Cozy Corner Trail Club were present and requested to open approximately ¼ mile east of McKee Trail for access to the rest of the trail. Residence ATV access only was discussed. Any motions are tabled until September Board meeting.
There was also a request to open a portion of Big McGraw and Perkins to St. Croix Trail which is approved ATV trail. Dan will contact residents on Big McGraw and invite them to September Board meeting if they have any concerns.
ATV Club will take care of the signage.
D) Approve Assessor's contract: Bob Pardun was present for discussion. Don Carlson made the motion to approve the contract for 2011 – 2013. Marty Pearson seconded. The motion passed and contract was signed.
ITEMS TO BE PLACED ON THE SEPTEMBER AGENDA:
A)Potential new ATV routes.
B)Community service for Blaine.
C)Approval of liquor/tobacco license for Dean and Cindy Hiller, Hillside Inn.
D)Dump/Recycling Center: Hayward pick-up schedule.
Marty Pearson made the motion to adjourn the August 10, 2010 meeting. Don Carlson seconded. Meeting was adjourned at 8:02 p.m.
